The best chance for a snowy winter ahead runs from the Cascade Mountains of the Pacific Northwest to the northern Rockies and the northern Plains. A spokesman at USDA says the snowy pattern that set up in late October in these areas is likely to continue in the foreseeable future. For us in the Great Lakes and down into the Ohio Valley things are more undecided with readings often near to above average which can spell significant snowfall or a rain/snow mix. And this kind of setup can, at times, bring the danger of ice and freezing rain into a winter outlook.
