USDA recently revealed its Highly Erodible Land and Wetland Conservation Final Rule. Among its provisions – USDA will make an effort to include the affected person in an on-site investigation before issuing a wetland technical violation and further defined how wetland hydrology is identified for farmed acreage. The American Farm Bureau Federation says the ruling doesn’t go far enough. AFB President Zippy Duvall says farmers deserve to be protected from repeated, unjustified costly decisions by NRCS. He calls it a ‘missed opportunity’ to rectify what he sees as unfair enforcement of past rulings by the Natural Resources Conservation Service.
