LANSING, MI (WHTC) – A 40.1 million-dollar contract with Hewlett Packard to overhaul the Michigan Secretary of State’s computer system was terminated a year early by Ruth Johnson. The Business Access Modernization program was begun by Johnson’s predecessor Terry Lynn Land in 2003 to replace 1970’s-era technology for the agency’s basic services such as drivers’ licenses, vehicle titles and voter registration. Underestimating costs led to the program failing to meet a 2010 completion deadline.
