WASHINGTON D.C. (WKZO) — She calls it the “Pell Promise”.
Michigan Senator Debbie Stabenow is proposing changes to the Pell Grant College Scholarship program that would let a qualifying low income student know as early as the 8th grade that they will have a grant if they keep their grades up and stay out of trouble.
Stabenow says its loosely based on the effect of the Kalamazoo Promise on students, providing that incentive to get to college.
