LANSING (WKZO) -- The Michigan Department of Corrections is proposing a three-million dollar plan to boost security at four prisons, including the Ionia facility where a convicted killer escaped last month. Spokesman Russ Marlan tells the "Detroit Free Press" the plans were already being crafted before Michael David Elliot busted out of prison.
