DETROIT (WKZO) -- U.S. Bankruptcy Judge Steven Rhodes wants to hear from Detroit Mayor Mike Duggan and City Council members before making a decision on Emergency Manager Kevyn Orr's deficit reduction plan. Rhodes said during a hearing Thursday that he is concerned if the restructuring plan is approved it may not be put into place by city officials when Orr leaves his position. Rhodes said it will be hard to rule that the debt-cutting proposal is feasible unless the mayor and the city council fully support the plan.
