LANSING (WKZO) -- Governor Rick Snyder is declaring a financial emergency in Lincoln Park. Monday, Snyder confirmed a review team's report which found the city's general fund deficit could increase by at least one-million dollars this year. In the last few years, the city has reduced hours of some employees, cut services, and is seeking concessions after employee contracts expired last June. With the finding, city officials will have to choose between an emergency manager, a consent agreement, mediation with creditors or Chapter 9 bankruptcy.
