Will elementary students in Michigan be held back if they can't read by third grade?

LANSING, MI (WTVB) - Should third graders in Michigan remain in that grade until they are proficient at reading? Some lawmakers think so. They didn’t take any votes on the issue but the State House Education Committee did explore the idea yesterday.  Educators say early elementary grades are for learning to read and write, and after that they should be using those skills to learn everything else.

Holland Republican Representative Amanda Price asked why advance them without those skills? 14 states have already adopted such a retention policy. The committee also discussed replacing the unpopular color coding system for grading schools with letter grades.
