LANSING (WKZO) -- Nineteen Michigan counties and two cities have been declared states of disaster by Governor Snyder due to flooding between April 9th and May 3rd. The cities are Grand Rapids and Ionia, and the counties are in west Michigan, including Barry and Ottawa Counties, as well as others in the Upper Peninsula and around the Saginaw Bay area.
