DETROIT (WKZO) -- The Detroit City Council continues to consider what actions to take in response to Governor Rick Snyder declaring the need for an emergency financial manager.  During a meeting Tuesday, many council members expressed their desire to appeal the governor's decision.  City Council President Charles Pugh says he's considering a proposal to expand the consent agreement with the state in hopes of staving off an Emergency Manager.
