MIDLAND (WKZO) -- Michigan has the tenth-highest rate for cigarette smuggling in the country, with the Mackinac Center for Public Policy estimating over 29-percent of all smokes are brought into the state illegally, with high cigarette taxes getting the blame for the crime.  New York's smuggling rate is the highest at nearly 61-percent, while Arizona is second at 54-point-four percent.  One of the study's authors compares high cigarette taxes to Prohibition, and call the smuggling rates an unintended consequence of raising sin taxes.
