DETROIT (WKZO) -- The Detroit City Council is looking to create a report that shows an Emergency Manager is not needed to run the city.

Council President Charles Pugh is asking staff members to develop the report in response to an independent review panel that says the city has no plan to solve the huge financial problems.  However, Councilwoman JoAnn Watson urged other council members to "develop a new mindset" that says no to an Emergency Manager.

Watson also said the effort to have an E.M. is a part of a "right wing-agenda" that is anti-union.  She also called on council to file a lawsuit against the Emergency Manager law, saying it is illegal.
