DETROIT (WKZO) -- Detroit's emergency manager says the City Council is welcome to meet, but he has final say over any of the decisions made by elected officials. Kevyn Orr's spokesman, Bill Nowling, told the "Detroit News" that's how they are interpreting the law after a lawsuit was filed trying to ban the City Council from meeting. That was filed by activist Robert Davis, who has requested an injunction to require Orr to give written authorization for the City Council to meet.
