BENTON HARBOR (WKZO) -- The city of Benton Harbor is facing big money problems after voters rejected property tax millage renewals three weeks ago representing half of the city's tax revenue.  Emergency financial manager Joseph Harris is considering enacting special assessments to bring in the money, but city commissioners have their own ideas.

Commissioner Trenton Bowens says they have no problem with the assessments so long as everyone has to pay, but they want a city income tax levied on those who work in the city, but don't live there.  The vast majority of those people would be Whirlpool employees.
