LANSING (WKZO) -- Michigan's emergency financial managers aren't going anywhere soon with a ruling by the state Court of Appeals that Public Act 72 is in effect with the repeal of Public Act 4 on November 6th.

Union activist Robert Davis sued, trying to remove Roy Rogers from his post as the EFM of the Detroit Public Schools.  The court ruled with PA 4's repeal, its language repealing PA 72, which was the original emergency manager law, was also tossed out.

Davis plans to file an appeal today with the Michigan Supreme Court.
