DOWAGIAC  (WKZO) --    The Indian tribe that owns the Four Winds Casino is planning a second satellite Casino, in addition to the mini-casino they have already operating in Hartford. 

The compact between the State of Michigan and the Pokagon Pottawatomi would permit two satellites and the second one is planned for Dowagiac, on M-51. 

The tribe made their initial presentation to the Pokagon Township board this past week.  Tentative plans would be to open next year if they can come to terms.
