HIGHLAND PARK (WKZO) -- Embezzlement and misconduct charges are being reinstated against former Highland Park emergency manager Art Blackwell. Blackwell was appointed to take over Highland Park's finances by then Governor Jennifer Granholm in 2005 and is accused of writing checks to himself for more than 260-thousand dollars, which were not authorized or part of his contract. Last year, a circuit court judge dismissed the charges, but earlier this week, the Michigan Court of Appeals overturned that decision and ordered the charges to be reinstated.
