(Lansing, MI)  --  A Wisconsin man is facing a felony and three misdemeanor charges connected to an oil spill last year in Duncan Bay off Cheboygan County.  A spokeswoman for the Michigan Department of Natural Resources and Environment said 50-year-old Scotland Stivers turned himself in late last week to police at the Cheboygan County Sheriff's Office, was booked and released on bond.  The incident happened in August when one of three boats Stivers had moored on Duncan Bay sank, and the other two boats ran aground in wind storms.  In October, the DNRE says a "significant amount" of oil from the boats washed upon the beaches of Cheboygan State Park.
